Today\, while balancing military and diplomacy priorities\, national governments assess and combat threats in cyberspace and outer space\, water supplies and power grids\, food production and energy chains. In this six-part virtual series\, the International Relations Council will take a deep dive into the national security arena\, offering historical context and global perspective for core dimensions of national security and exploring the risks\, priorities\, and tactics on the radar of U.S. security policy.\n\nAbout the Speaker\n \n\n \nAmbassador to the Republic of Azerbaijan (2015 – 2018)\, Bob Cekuta has long and extensive experience as a top level U.S. diplomat. Deeply engaged in advancing high-profile international energy projects\, trade policy initiatives and agreements\, commercial sales\, and other complex international security matters\, Amb. Cekuta’s positions in the State Department included Principal Deputy Assistant Secretary for Energy Resources as well as Deputy Assistant Secretary for Energy\, Sanctions\, and Commodities. \n \n\nHis overseas postings included the U.S. Embassies in Berlin and Tokyo where he oversaw the full range of economic\, commercial\, nonproliferation\, and scientific relations. In addition\, Bob was Deputy Chief of Mission in Albania and held positions in Vienna\, Baghdad\, Kabul\, Johannesburg\, and Sana’a\, Yemen. He established the Economic Policy Analysis and Public Diplomacy Office in the State Department’s Bureau for Economic and Business Affairs\, and served on the boards of the Extractive Industries Transparency Initiative (EITI) and the International Energy Agency (IEA)\, where he also chaired the IEA Board’s Standing Group on Long-term Cooperation charged with anticipating global energy developments.\n \n\nDuring his career with the State Department Ambassador Cekuta received nine Senior Foreign Service Performance Awards\, four Superior Honor Awards\, five Meritorious Honor Awards\, and the Career Achievement Award. After registering you will receive a confirmation email with the Zoom webinar login information. \nAbout the Program\n \nProfessor Andreas Park will provide a brief introduction to blockchain technology and cryptocurrencies\, providing an overview of some of the tools and apps that are available in the new world of decentralized finance. Park has recently been part of a research effort for the Bank of Canada on the design of a central-bank issued digital Loonie\, and he will provide an overview of how this development together with advances in blockchain technology drive broader changes in the financial industry internationally\, and discuss what changes we might expect over the next decade. He will discuss what cryptocurrencies might allow us to do and how they are being used (and misused) in the movement of wealth around the world.\n \nAbout the Speaker \nAndreas Park is a Professor of Finance at the University of Toronto in the Department of Management with a cross appointment to the Finance area at the U of T Rotman School of Business. He has  been a University of Toronto faculty member since 2003. His research covers empirical topics\, such as the market impact of maker-taker pricing\, dark orders\, and high frequency trading\, and theoretical topics\, such as herd behavior in financial markets and the impact of trading mechanisms. Andreas has served as Co-Director of the Master of Financial Economics program at University of Toronto\, and he teaches courses on Market Microstructure\, Trading\, Investments\, Asset Pricing\, and Corporate Finance. His current research focuses mostly on the impact of high frequency trading and recent market structure changes in Canadian markets. Andreas is currently a member of the Ontario Security Commission’s Market Structure Advisory Committee. He earned both his masters degree and doctorate from Cambridge University in England. \nAbout the Moderator \nDonald Cassell\, a member of the ICWA Board of Directors\, is a senior fellow at the Sagamore institute and director of the Africa program and Liberian initiatives there. He also oversaw the development of the Indiana-Africa Connections project\, a database of over 250 Hoosier organizations with ties to Africa. Additionally he serves as the host of Sagamore‘s fellows program. Previous to his role at Sagamore\, Mr. Cassell spent 20 years working as an architect in Indianapolis. He is a member of the American Institute of Architects (AIA) and Construction Specification Institute (CSI). In this six-part virtual series\, the International Relations Council will take a deep dive into the national security arena\, offering historical context and global perspective for core dimensions of national security and exploring the risks\, priorities\, and tactics on the radar of U.S. security policy. \n  \nAbout the Speaker\n \n \nAs head of the National Risk Management Center\, Kolasky has the responsibility to develop integrated analytic capability to analyze risk to critical infrastructure and work across the national community to reduce risk. As part of that\, he co-chairs the Information and Communications Technology Supply Chain Risk Management Task Force and leads CISA’s efforts to support development of a secure 5G network.  He also serves on the Executive Committee for the Election Infrastructure Government Coordinating Council and is the Chair of the High-Level Risk Forum for the Organisation for Economic Co-operation and Development (OECD).  \n \nKolasky’s current position is the culmination of years of risk and resilience experience. He most recently served as the Deputy Assistant Secretary and Acting Assistant Secretary for Infrastructure Protection (IP)\, where he led the coordinated national effort to partner with industry to reduce the risk posed by acts of terrorism and other cyber or physical threats to the nation’s critical infrastructure\, including election infrastructure.\n \nKolasky has served in a number of other senior leadership roles for DHS\, including acting Deputy Under Secretary for NPPD before it became CISA and the Director of the DHS Cyber-Physical Critical Infrastructure Integrated Task Force to implement Presidential Policy Directive 21 on Critical Infrastructure Security and Resilience\, as well as Executive Order 13636 on Critical Infrastructure Cybersecurity.\n \nHe is also the former Assistant Director for the Office of Risk Management Analysis at DHS where he was responsible for developing DHS’s formative policies and processes for risk management\, including the DHS Risk Management Fundamentals and Risk Lexicon. Prior to joining DHS\, he was a journalist and an entrepreneur. He helped start two of the first public policy web sites and served as the Managing Editor for IntellectualCapital.com.\n \nKolasky joined the Federal government in 2008 after six years as a management consultant. In this six-part virtual series\, the International Relations Council will take a deep dive into the national security arena\, offering historical context and global perspective for core dimensions of national security and exploring the risks\, priorities\, and tactics on the radar of U.S. security policy. \nAbout the Speaker \n\n \nAndrea Kendall-Taylor is a Senior Fellow and Director of the Transatlantic Security Program at the Center for a New American Security (CNAS). She works on national security challenges facing the United States and Europe\, focusing on Russia\, authoritarianism and threats to democracy\, and the state of the Transatlantic alliance.  \nPrior to joining CNAS\, Andrea served for eight years as a senior intelligence officer. From 2015 to 2018\, she was Deputy National Intelligence Officer for Russia and Eurasia at the National Intelligence Council (NIC) in the Office of the Director of National Intelligence (DNI). In this role Andrea led the U.S. intelligence community’s strategic analysis on Russia\, represented the IC in interagency policy meetings\, provided analysis to the National Security Council\, and briefed the DNI and other senior staff for White House and international meetings. Prior to joining the NIC\, Andrea was a senior analyst at the Central Intelligence Agency (CIA) where she worked on Russia and Eurasia\, the political dynamics of autocracies\, and democratic decline.\n \nAndrea is an adjunct professor at Georgetown University’s School of Foreign Service. Her work has been published in numerous political science and policy journals\, including the Journal of Peace Research\, Democratization\, Journal of Democracy\, Foreign Affairs\, the Washington Post\, the Washington Quarterly\, and Foreign Policy.\n \nAndrea received her B.A. in politics from Princeton University and her Ph.D. in political science from the University of California\, Los Angeles. In this six-part virtual series\, the International Relations Council will take a deep dive into the national security arena\, offering historical context and global perspective for core dimensions of national security and exploring the risks\, priorities\, and tactics on the radar of U.S. security policy. \nAbout the Speaker\n \n\n \nMona Yacoubian’s work centers on conflict analysis and prevention in the Middle East\, with a specific focus on Syria\, Iraq\, and Lebanon. In 2019\, she served as executive director of the Congressionally-appointed Syria Study Group\, which USIP was mandated to facilitate. Additional research interests include violent extremism\, fragility and resilience.\n\n\nYacoubian joined the U.S. Institute of Peace after serving as deputy assistant administrator in the Middle East Bureau at USAID from 2014 to 2017\, where she had responsibility for Iraq\, Syria\, Jordan and Lebanon. Prior to joining USAID\, Yacoubian was a senior advisor at the Stimson Center focusing on the Arab uprisings with an emphasis on Syria. Prior to joining the Stimson Center\, she served as a special advisor on the Middle East at the U.S. Institute of Peace\, where her work focused on Lebanon and Syria as well as broader issues related to democratization in the Arab world. From 1990 to 1998\, Yacoubian served as the North Africa analyst in the State Department’s Bureau of Intelligence and Research.\n \nYacoubian was a Fulbright scholar in Syria where she studied Arabic at the University of Damascus from 1985 to 1986. She has held an international affairs fellowship with the Council on Foreign Relations (CFR) and is currently a CFR member. In this six-part virtual series\, the International Relations Council will take a deep dive into the national security arena\, offering historical context and global perspective for core dimensions of national security and exploring the risks\, priorities\, and tactics on the radar of U.S. security policy. \nAbout the Speaker \n\n\n\n\n\n\n \nDr. Kyleanne Hunter\, PhD\, is a Marine Corps combat veteran with multiple combat deployments as an AH-1W “Super Cobra” attack pilot. She finished her active duty time in the Marine Corps’ Legislative Liaison Office in the House of Representatives. She is an Assistant Professor of Military and Strategic Studies at the United States Air Force Academy and the co-director of the Athena Leadership Project. She holds a Bachelors of Science in Foreign Service from Georgetown University’s Walsh School of Foreign Service\, and a Masters of Arts and a Doctorate from University of Denver’s Josef Korbel School of International Studies.\n \nDr. Hunter’s research focuses on the intersection of social integration and military effectiveness\, with a focus on gender and unconventional warfare. While completing her dissertation was a researcher in residence at University of San Diego’s Kroc School of Peace and Justice. She was co-primary investigator for the Nonviolent Actors in Violent Conflicts project funded by the Carnegie Foundation. Her work has been published in Journal of Peace Research\, Armed Forces & Society\, and Signs\, as well as popular publications such as The Washington Post\, The New York Times\, Foreign Policy\, Foreign Affairs\, The Atlantic\, and San Diego Union Tribune. She is co-editor of Invisible Veterans: What Happens When Women Become Civilians Again (Preager Press\, 2019) with Kate Thomas Hendricks.\n \nDr. Hunter is also an adjunct professor of Security Studies at Georgetown University’s School of Foreign Service. She was the former Chair of the Employment and Integration Subcommittee for the Secretary of Defense’s Advisory Committee of Women in the Services (DACOWITS). She was part of the Department of Veterans Affairs inaugural class of “Women Veteran Trailblazers\,” and named as one of HilllVets 100 most influential veterans in 2018. She serves on the advisory board for Impact:PEACE. Major powers including the People’s Republic of China\, India\, Russia\, and the United States have emerged as contenders in this quest. How do these countries differ in their motivations\, patterns\, and successes in vaccine diplomacy? Will their efforts encourage equitable global vaccine access or merely result in geopolitical frictions? \nDr. Huang is the founding editor of Global Health Governance: The Scholarly Journal for the New Health Security Paradigm. He has written extensively on China and global health in outlets including Foreign Affairs\, Foreign Policy\, the New York Times\, and the Washington Post. In 2006\, he coauthored the first scholarly article that systematically examined China’s soft power. He is the author of Toxic Politics: China’s Environmental Health Crisis and its Challenge to the Chinese State (Cambridge 2020) and Governing Health in Contemporary China (Routledge 2013). He has testified before congressional committees many times and is regularly consulted by major media outlets\, the private sector\, and governmental and non-governmental organizations on global health issues and China. SUMMARY:Too Much and Never Enough: Climate Change and Water Insecurity - Our discussion with Ambassador Kenneth Brill
DESCRIPTION:  \nNational and international security\, stability and prosperity will face novel challenges in the coming decades.  Rivalry between the “great powers” (U.S.\, China\, and Russia)\, as well as between regional states\, will remain a feature of 21st Century international relations.  But novel transnational issues\, such as climate change\, cyber space\, and pandemic diseases\, will establish the context in which rivalries between states play out; at the same time\, these transnational challenges will require global cooperation to prevent them from becoming potentially existential threats to human well being. \n  \nClimate change is the most all encompassing of transnational threats. The natural world\, which is the basis for all human societies\, had adapted to one set of climatic conditions\, but is now adapting to new and still changing climatic conditions.  That adaptation\, the historical data show\, will change the nature and location of the global water supply\, whether frozen or liquid\, as well as sea levels.  This will lead to various kinds of water insecurity\, which\, in turn\, will increase state fragility and failure\, increasing the potential for instability and potentially domestic and cross-border conflict.  To give an example of the scale of the issue\, a 2015 National Academy of Sciences study suggested that an increase in global temperatures of 7.2 degrees Fahrenheit — a business-as-usual scenario — could lock in enough eventual sea-level rise to submerge land currently home to 470 to 760 million people globally by the end of the century.   Asia would be the hardest hit region\, but more than 20 million people would be affected in U.S. coastal areas.   \n  \nAmbassador (ret.) Ken Brill will discuss how climate change is producing water insecurity\, the various forms that insecurity can take\, what regions globally are most prone to experiencing water insecurity\, what the long term implications of growing water insecurity are\, how these issues are being addressed currently and\, and what more can be done manage water-related challenges to stability and prosperity. \n  \nAbout Ambassador Kenneth Brill\n \n  \nAmbassador (ret.) Kenneth C. Brill was a career Foreign Service Officer whose overseas posts were in Africa\, the Middle East\, South Asia\, and Europe.  His domestic assignments included African and Middle Eastern issues\, acting Assistant Secretary for the Bureau of Oceans and International Environmental and Scientific Affairs (OES)\, and staff jobs for senior State Department  policy officials.   \n  \nBrill served as Ambassador to Cyprus for President Clinton and Ambassador to the IAEA and the UN Office in Vienna for President George W. Bush.  In his final Foreign Service assignment\, he was asked by the first Director of National Intelligence\, John Negroponte\, to establish and lead the U.S. National Counterproliferation Center\, an organization providing strategic leadership to the U.S. Intelligence Community in countering the proliferation of weapons of mass destruction (WMD) and preventing WMD terrorism.  After retiring from the Foreign Service he has worked with non-partisan NGOs in various capacities on issues ranging from nuclear security and strengthening America’s diplomacy to fragile states and climate change.   \n  \nBrill is a graduate of Ohio University and received his MBA from the University of California at Berkeley. He and his wife\, Mary\, have two children and one granddaughter.  His op-eds have appeared in the New York Times\, the Washington Post\, USA Today\, Politico\, and The Hill.

We encourage participants who are able to donate to our GoFundMe Charity page dedicated to our Youth Diplomats program or to Global Ties Detroit. Preregistration to each café is required. \n  \nOn Thursday\, February 11\, 2021\, from 12:00 – 1:00 PM Central Time (UTC -6)\, you are invited to meet Fred KETCHEM who will speak on “Managing Change in the International Realm.” Fred successfully completed a rewarding career with the U.S. Department of State.  He retired as a Deputy Assistant Secretary of State and Assistant Director of the Diplomatic Security Service.  As a senior executive of the Diplomatic Security Service\, Fred managed overall operations and set strategic goals to ensure the safety and security of U.S. diplomatic facilities worldwide. \nDuring his long career\, Fred also served as the Counselor for Regional Security to the U.S. Mission in Afghanistan\, the first DSS Special Agent-in-Charge for U.S. Secretary of State Hillary Clinton\, the Senior Deputy Regional Security Officer to the U.S. Mission in Iraq\, the Deputy Regional Director of Near Eastern Affairs and South Central Asia\, the Senior Regional Security Officer to the U.S. Mission in Brazil and over 100 additional international postings. \nHe is a career member of the Senior Foreign Service and the recipient of numerous Department of State awards – including the Distinguished Honor Award\, the Secretary’s Career Achievement Award\, the State Department’s Award for Heroism and was the 2008 Diplomatic Security Employee of the Year. Clark (ret.) is a businessman\, educator\, writer and commentator. \nGeneral Clark serves as Chairman and CEO of Wesley K. Clark & Associates\, a strategic consulting firm; Chairman and Founder of Enverra\, Inc. a licensed investment bank; Chairman of Energy Security Partners\, LLC; as well as numerous corporate boards including BNK Petroleum and Leagold Mining.  He is active in energy\, including oil and gas\, biofuels\, electric power and batteries\, finance\, and security. During his business career he has served as an advisory\, consultant or board member of over ninety private and publicly traded companies.   In the not-for-profit space\, he is a Senior Fellow at UCLA’s Burkle Center for International Relations\, Director of the Atlantic Council; Founding Chair of City Year Little Rock/North Little Rock; and founder of Renew America Together.  A best-selling author\, General Clark has written four books and is a frequent contributor on TV and to newspapers. \nClark retired as a four star general after 38 years in the United States Army\, having served in his last assignments as Commander of US Southern Command and then as Commander of US European Command/ Supreme Allied Commander\, Europe. He graduated first in his class at West Point and completed degrees in Philosophy\, Politics and Economics at Oxford University (B.A. and M.A.) as a Rhodes scholar. While serving in Vietnam\, he commanded an infantry company in combat\, where he was severely wounded and evacuated home on a stretcher. He later commanded at the battalion\, brigade and division level\, and served in a number of significant staff positions\, including service as the Director\, Strategic Plans and Policy (J-5). He was the principal author of both the US National Military Strategy and Joint Vision 2010\, prescribing US warfighting for full-spectrum dominance. He also worked with Ambassador Richard Holbrooke in the Dayton Peace Process\, where he helped write and negotiate significant portions of the 1995 Dayton Peace Agreement. In his final assignment as Supreme Allied Commander Europe he led NATO forces to victory in Operation Allied Force\, a 78-day air campaign\, backed by ground invasion planning and a diplomatic process\, saving 1.5 million Albanians from ethnic cleansing. \nHis awards include the Presidential Medal of Freedom\, Defense Distinguished Service Medal (five awards)\, Silver star\, bronze star\, purple heart\, honorary knighthoods from the British and Dutch governments\, and numerous other awards from other governments\, including award of Commander of the Legion of Honor (France). He has also been awarded the Department of State Distinguished Service Award and numerous honorary doctorates and civilian honors. \n\n \nGovernor Larry Hogan\nGovernor of the State of Maryland \nMaryland Governor Larry Hogan is not a career politician. He spent nearly his entire career as a small businessman. Fed up with high taxes\, politics as usual\, and decades of a one-party monopoly\, he started Change Maryland\, the largest non-partisan grassroots citizen organization in state history. In 2014\, out-numbered in party registration by more than 2-1\, and outspent by more than 5-1\, Governor Hogan pulled off the biggest upset in America to become only the second Republican Governor elected in Maryland in 50 years. \nGovernor Hogan quickly got to work and set an example for the nation\, accomplishing what many believed was no longer possible: reaching across the aisle\, and working together to achieve real bipartisan\, common sense solutions. He eliminated the $5.1 billion deficit and cut taxes four years in a row. Under his leadership\, Maryland produced one of the greatest economic turnarounds of any state in the nation. Governor Hogan also accomplished innovative health care solutions and made historic investments in education\, transportation infrastructure\, and in protecting the environment. \nAfter four years of economic success and bipartisan progress – in one of the bluest states in America – Governor Hogan was overwhelmingly re-elected in 2018 to a second term\, making him only the second Republican to do so in the entire 243 year history of the state. His cross-party appeal is evident in polls\, which consistently shows an overwhelming majority of all Republicans\, Democrats and Independents – nearly 80% of all Marylanders – approve of the job he is doing\, which is the highest of any governor in Maryland history. He recently served as Chairman of the National Governors Association\, leading the nation’s governors during the COVID-19 pandemic. National rankings consistently show Governor Hogan as one of the most popular governors in America. \n\n\nAbout Our Moderator \n \nRob Quirk\nAnchor/Moderator \nRob Quirk is an Emmy award-winning broadcast journalist. He has been the primary weeknight news anchor at News5 for nearly 30 years. Rob says that he is honored and humbled to have been able to bring the most important stories of the day to our News5 viewers\, to act as an advocate for them\, and work with them\, in developing a partnership and relationship that has kept News5 the number one source of news for all of Southern Colorado. \nHe has been involved with the production and reporting of many important and historic stories and events across Southern Colorado since 1989. His anchoring\, reporting and producing have won numerous awards with the Colorado Broadcasters Association and the Associated Press. Including a one-on-one interview with President Obama at the White House\, the Waldo Canyon and Black Forest wildfires\, summer of 2013 flash flooding\, the Aurora theater massacre\, Columbine\, and the federal trial of Oklahoma City bombing suspect\, Timothy McVeigh. \nRob is also very involved in numerous causes across Southern Colorado that are very close to his heart\, most notably\, the Multiple Sclerosis Society Walks in Colorado Springs and Pueblo\, which have raised hundreds of thousands of dollars for those families struggling with M-S. \nRob was awarded Broadcast Citizen of the Year\, in 2000\, by the Colorado Broadcasters Association\, for all of his volunteer and community service work. \nRob is a graduate of Arizona State University. He lives in Colorado Springs with his wife of nearly 35 years\, Jackie. They have two daughters\, Molly and Alison.
